Inquiry regarding Licensing Policy for Windows Server and SQL Server

Hello,

I am working for a server hardware vendor and planning to purchase Microsoft licenses through a distributor for resale and implementation. I have a few specific questions regarding licensing policies for a client project.

1. Windows Server CAL (User CAL) Allocation If there are 5 fixed users accessing the servers, do we need to purchase CALs proportional to the number of servers, or is it based strictly on the number of users regardless of the server count?

  • Example: For 2 Servers and 5 Users, do we need 5 CALs in total, or 10 CALs (5 per server)?

2. SQL Server CAL Allocation Similar to the Windows Server CALs, if we use the "Server + CAL" model for SQL Server, are the 5 User CALs sufficient for the entire environment, or do they need to be assigned per SQL Server instance/license?

3. Core Limitation for SQL Server 2022 Standard (CSP) We are considering "DG7GMGF0M80J: SQL Server 2022 Standard Edition". The target physical server has 32 Cores (16 Cores x 2 CPUs). We understand that the Standard Edition has a 24-core limit.

Is it strictly prohibited to install/activate this license on a 32-core physical server?

Or is it permissible to install it, with the software simply capping the performance utilization at 24 cores?

4. SQL Server Licensing for Virtualization (Hyper-V) We plan to run 6 VMs on one physical host via Hyper-V. Including the physical host, SQL Server will be installed on a total of 7 instances (1 Physical + 6 VMs).

In this scenario, are 7 individual SQL Server licenses required?

Given that we are purchasing Windows Server Datacenter (which allows unlimited OSEs), does this change the SQL Server licensing requirements for the VMs?

Server Configuration (SQL focused): - 2 Nodes: 32 Cores / 128GB RAM per node.

Usage: 1 Physical instance + 6 Virtual Machines (SQL installed on all).

    Hello Jeongcheol Song, I’m Henry and wanted to share my thoughts on your questions:

    1. Windows Server CALs CALs are per user/device, not per server. For 5 fixed users accessing 2 servers, you only need 5 User CALs total.
    2. SQL Server CALs The Server + CAL model works the same way. 5 users require 5 SQL Server User CALs, valid across all licensed instances.
    3. SQL Server 2022 Standard Core Limit Standard Edition supports up to 24 cores or 4 sockets per instance. On a 32‑core server, only 24 cores will be used.
    4. SQL Server in Virtualization Windows Server Datacenter’s virtualization rights don’t extend to SQL Server. With Server + CAL licensing, each VM running SQL Server needs its own Standard Edition server license. For 1 host and 6 VMs, that means 7 licenses in total.
