Are these options in the new EAC, now that those options have been fully migrated? We run on-prem AD and the Distribution List does not have a "Settings" tab in the new EAC:

Yes, the Distribution List is sync'd from the on-prem AD.
I'm looking for what needs to be changed/set in the on-prem object to allow external contacts to be able to email this internal Distribution List.

Do you still have an active Exchange On-premises server or Exchange management tool installed on a local device?
If yes, you can run the following cmdlet in Exchange Management Shell:
Set-DistributionGroup -Identity "DG01" -RequireSenderAuthenticationEnabled "False"
