Got the problem of continues scroll to top in Jan 26, solved it by uninstalling mouse driver and restarting to get a new driver installed.

Quick question, have you try other mouse ? if you try that and is still the same you can go to control panel and look for mouse and click after that look for tab named buttons and adjust between slow and fast, apply and okay and if still not work go to other tab named wheel and make sure both have the same value then apply and okay that should work.
