    1

Open the old Control Panel (not the settings app)

At the top of the old Control Panel, set view to icons

    Open Power Options

On the left, click 'Choose what the power buttons do'

At the top right, click 'Change settings that are currently unavailable'

Under 'Shutdown settings' disable 'Turn on fast startup'

Save that and close Control Panel.

Restart (not shut down) your laptop to apply the change.

Then check if your laptop will shut down correctly.

    2

If that does not resolve the problem.

On your Desktop, press Alt + F4.

That will bring up the shut-down dialog box, are you able to successfully shut down your laptop from there.

Hold down the start button until the computer starts to shut down. If that doesn't work, then provide more information about the computer you own. What is the make and model. How old is your computer? What is your normal way for shutting down your laptop? For my Dell Laptop XPS 15 7590 I use the Start icon, then the power icon and select Shutdown.

To turn off a Windows 11 laptop that will not shut down normally, use one of these methods:

    1. Try normal shutdown again
    • Select Start > Power > Shut down.
    • Wait a few minutes to see if it completes.
    1. Use Sleep or Hibernate instead (if the issue is temporary)
    • Select Start > Power > Sleep or Hibernate (if available).
    • This does not fix shutdown problems but can be used as a temporary workaround.
    1. Force power off (only if Windows is frozen and nothing else works)
    • Press and hold the laptop’s power button for about 5–10 seconds until the screen goes completely black and all lights turn off.
    • This is a hard power cut and can cause unsaved work to be lost, so use it only when normal shutdown does not work.
    1. Check power button behavior (if pressing power does nothing) If pressing the power button does not shut down or sleep the laptop, the power action may be misconfigured:
    • Open power options:
      • Select Start, then Settings > System > Power & sleep > Additional power settings.
    • Do one of the following:
      • For most devices: select Choose what the power buttons does. Next to When I press the power button, choose Shut down or Sleep, then select Save changes.
      • For laptops: you can also select Choose what closing the lid does and set When I close the lid to Sleep or Hibernate, then Save changes.
    1. Enable Hibernate as an extra shutdown option (optional) If shutdown is unreliable, Hibernate can be used as a stable alternative:
    • Select Search on the taskbar, type control panel, and open it.
    • Select System and Security.
    • Under Power Options, select Choose what the power buttons do.
    • Select Change settings that are currently unavailable.
    • In Shutdown settings, check Hibernate and select Save changes.
    • Then use Start > Power > Hibernate to turn the PC off with minimal power use while saving the session.

If the laptop repeatedly refuses to shut down normally (needing frequent hard power-offs), this usually indicates a deeper system or driver problem and further troubleshooting or repair will be required.
