On a Dell system, you have 3 options.

Start your laptop, then on the Dell logo screen, repeatedly press F12, then on the resulting menu, select Dell Support Assist.
IN there, you can use the Dell Factory reset option.
However, this process will reset your system to how it was when you purchased it and the Windows version installed would not be fully up to date.

A Windows Reset.
You can choose to keep your files or delete everything, but you will need to reinstall all your software.
On your Start Menu, click the Power Button, then press Shift while clicking Restart.
Your laptop will boot into the recovery environment and you can start a Windows Reset from there.

If the Reset operation fails, then you can create a bootable Windows 11 USB on an empty 8GB USB flash drive, boot your laptop from that and clean install Windows

to download the Media Creation Tool (Click on Download Tool Now), with that you can create a bootable USB flash drive (min 8GB) using that tool.
Then, Boot your PC from the Installation Media you just created to begin installing Windows 11 (F12 on the Dell logo screen to boot from the USB).
During the installation process skip the steps which ask for a product key and select the option 'I am Reinstalling Windows 11 on this PC'.
