I want to change my subscription model for O365, at the end of the process, the payment is blocking as it requests to have an updated billing address, which is the case already. Any idea how to solve this case?

The billing system is likely still detecting an issue with one of the required billing addresses or with the billing account state. Verify and correct all relevant addresses and then retry changing the subscription model.

Follow these steps depending on the type of billing account and address involved:

    1. Confirm billing account type and roles
    • First, find out what type of billing account you have.
    • For an MCA billing account, ensure the account is a Billing account owner/contributor or Billing profile owner/contributor.
    • For a MOSA billing account, ensure the account has at least the Billing Administrator role.
    1. Check and update the Sold-To address
    • Go to the Microsoft 365 admin center.
    • Navigate to Billing > Billing accounts and select the billing account.
    • In the Sold to section, select Update sold to or Edit.
    • Confirm the organization name and address are correct and save.
    1. Check and update the Bill-To address
    • If using an MCA billing account:
      1. In the admin center, go to Billing > Billing accounts.
      2. On Overview, select the billing account.
      3. Open the Billing profiles tab and select the relevant billing profile.
      4. Under Bill-to address, select Edit, update the organization information, and Save.
    • If using a MOSA billing account:
      1. In the admin center, if using Simplified view, select Billing > View payment methods.
        • If using Dashboard view, go to Billing > Bills & payments.
      2. On Bills & payments, open the Payment methods tab.
      3. Select the payment method, choose Edit, update the payment and address details, then Save > Done.
    1. Check and update the Service usage (Ship-To) address (if applicable)
    • If using an MCA billing account:
      1. In Billing > Billing accounts, select the billing account.
      2. On the Billing profiles tab, select the billing profile.
      3. Under Ship-to address, select Edit, update the organization information, and Save.
    • If using a MOSA billing account:
      1. In the admin center, go to Billing > Your products.
      2. Select the subscription.
      3. In Service usage address, select Edit service usage address.
      4. Update the address and Save.
    1. Retry changing the subscription model
    • After confirming Sold-To, Bill-To, and (if present) Service usage/Ship-To addresses are all valid and saved, retry the subscription model change.
    1. If the billing account is blocked
    • If the billing account has been blocked because of previous billing issues, some actions (like changing subscriptions) are restricted.
    • In that case, contact Microsoft Support or the appropriate partner/account manager as described in the billing-account-blocked guidance to have the billing account returned to an active state, then retry the change.

If the issue persists after verifying all addresses and account status, contact Microsoft Support from the account’s billing/support page so the billing team can review the specific billing profile and unblock the transaction.
