Unable to redeem Microsoft for Startups $1000 Azure Credits

I'm trying to redeem the Microsoft for Startups $1000, up to $5000 Azure credits and until I added my card and clicked sign up, it didn't say anything about me being ineligible until that point but once I clicked sign up it said You're not eligible for an Azure free account.

My region was set to India, and all my information was correct. 2INR was taken from my card and an autopay mandate up to 200,000INR was issued. I have not upgraded to the Pay as You Go plan.

I tried the sign up in the UAE as I am here temporarily for a visit, but my region was still set to the UAE.

I request any admin or volunteer to kindly assist me in this matter, and I'm unable to raise a ticket on Azure as they are asking me for a support plan.
