You can, the Teams client can be downloaded and used with any license that includes Teams. For the desktop version of Outlook, you will need another licensed copy, as it is not included in the M365 Business Basic license. But if you have purchased it previously, say as the perpetual Office version, you can use it with your M365 Business Basic mailbox.

I see from the Microsoft website that we can access web versions of Teams and Outlook using the Microsoft 365 Business Basic license. But can we access Teams and Outlook desktop applications using Microsoft 365 Business Basic license?

You have a few options
- Purchase Outlook separately
- Purchase Office perpetual licenses
- Purchase M365 Apps for Business (or better upgrade from Business Basic to Business Standard, which is cheaper than Business Basic and Apps for Business separately)
Outlook is an Office application and not included with Exchange.
