Outlook is marking ALL my emails as junk

All of the emails that have always gone to my inbox have been going to my junk mail folder for the past 1-2 weeks, including ones from me myself and every other sender who has been marked safe for years.

I have to mark them safe and move them every single day. I know of nothing I could have done to cause this and have found no way to stop it. Please tell me how to change the settings, and not by marking each sender as safe because I've done that. It seems to be an Outlook issue, not something I did.

I wonder if this might be related to inbox rules.

Please complete these steps on a computer, not on a smartphone or tablet.

First, go to https://www.outlook.com and sign in.

Click the gear icon in the top right corner to open Settings.

Under Mail, review the following areas:

Rules

If any rules are listed, delete all of them.

Conditional formatting

If anything is set up there, delete it.

Forwarding and IMAP

If you see any entries or settings you did not create, remove them. Turn off POP and IMAP.

Junk

Review Safe sender and blocked list. If you don't recognize any, remove them.

After that, exit Settings and return to outlook.com.

Open the To Do section by clicking the blue checkmark icon on the left side. Delete anything there that was not created by you.

At the same time, in your OUtlook Classic app, go to Files > Manage rules, make sure there's no such rule either.
