First you want to want to "Create Operation":

Generate Cost Details Report - Create Operation

https://learn.microsoft.com/en-us/rest/api/cost-management/generate-cost-details-report/create-operation?tabs=HTTP

Once you have generated an operation, you can then use the other API to GET the results.

It may be worth to get this to be attended by Azure technical support team by raising a support request.
