To unblock and turn on the camera in Windows 11, use these steps:
- Open camera privacy settings:
- Select Start > Settings > Privacy & security > Camera.

- Turn on device camera access:
- In the Camera settings page, make sure Camera access is turned On.
- If it is turned off and greyed out, an administrator must enable it on the device.
