For Azure Stack Hub in a disconnected deployment, the supported model is capacity-based billing under an Enterprise Agreement (EA). However, there is no public documentation outlining an EA portal workflow or SKU lookup process specifically for quoting disconnected Azure Stack Hub.
Because Azure Stack Hub integrated systems are procured through authorized hardware vendors or solution providers, the recommended approach is to engage your OEM partner or Microsoft sales/licensing contact. They can provide an accurate quote along with the appropriate commercial SKU details aligned to your agreement.
