I am unable to create custom avatar for my subscription.

I had filled the form for the access approval and haven't received any response to it yet

Thank you for reaching out. Based on the details shared, it appears that you are encountering the limited-access gating for Custom Avatars.

Please note that Custom Avatar and Custom Neural Voice features are not enabled by default for all subscriptions. Access requires Microsoft review and manual provisioning/approval for eligible customers or partners.

If you have already submitted the intake/access request form, the request is likely still under review by the engineering team. Approval and backend enablement may typically take around 1–2 weeks, and in some cases longer depending on the review process.

Additionally, if you are trying to create a Custom Photo Avatar, Microsoft also requires consent video/photo assets and manual setup as part of the onboarding process. You can review the requirements here: Custom Photo Avatar Documentation

We would recommend Verify which intake form was submitted and check for any confirmation/request ID email.

    Custom avatar feature is currently limited to MS Managed customer only.

    As a Limited Access feature, access to custom neural voice requires registration. Only customers managed by Microsoft, meaning those who are working directly with Microsoft account teams, are eligible for access. Customers who wish to use this feature are required to register by submitting the Limited Access registration form. Your use of custom neural voice is limited to the use case(s) that you select and Microsoft approves at the time of registration. Microsoft may require customers to re-verify information submitted for registration.

    Post becoming a managed customer, you can engage Microsoft point of contact to fast track the request.
