Microsoft for Startups: Account shows "not eligible" after signup, redirected to Pay-As-You-Go instead

I applied and was approved for Microsoft for Startups. I created a new email account as required and added my card details, but when I tried to activate the benefit, I received a "not eligible" error.

After the error, I was redirected to the standard Pay-As-You-Go signup flow (Step 3 of 3 — Support information selection), which suggests my account is not being recognized as a Startups beneficiary.

What I've done:

Used a brand new email address (not a previously existing Microsoft account)

Added valid card details

Followed the Microsoft for Startups activation link from my approval email

    Yes my account shows i should activate the benefits. But on doing that, i have problem with the microsoft email to use for the Azure account i want to create! below are the list of microsoft account emails, i don't know which one to use.

    Because my microsoft for startup portal email is ******@gmail.com but i don't have a microsoft account with same email, or better still i dont' know how to link them up with the portal benefits from my personal microsoft account eUser's image
