How can I get Excel to create a new file based on a custom template?

I have looked extensively, and tried too many things, and nothing works: Excel will not show my custom template when I create a new Excel workbook.

What do I have to do? I have set up the "Default personal templates location" under "Excel Options > Save" and put my ".xltx" file there.

This really should not be this hard...

Seems to have fixed itself: The "Personal" item finally appeared under "New". I do not understand why that took so long...

    I do not have an a "File > New > Personal" option in Excel. There's no "Personal" item.
