If the whole contact is missing, please first check Deleted Items. In classic Outlook, Microsoft states that deleted contacts are first moved there, and if the contact is no longer there, Recover Deleted Items From Server may also be available depending on the account type. If the contact is still present and only the file or attachment is missing, the more likely path is to check whether an older copy of that contact exists in another Outlook data file or backup. Outlook Data Files (.pst) can contain contacts and other Outlook items, and those files can be opened in classic Outlook. Open and close Outlook Data Files (.pst)
