Hello everyone, my second laptop is not working. It is not booting. Initially Windows was trying to do an upgrade.  It would get stuck at 82% and then the window would undo the changes.  For a while, I have tried a system recovery installation, a restore point and rty to boot using a command prompt. None of these methods is working. It seems the way forward is to download official window 10 ISO files to reboot the laptop. Kindly guide me

Hello, thank you for reaching out to Microsoft Q&A.

Have you tried the System Recovery method?
That is, on WinRE, select Troubleshoot > Reset this PC > Keep my files, and proceed with a local reinstallation.

If the system recovery method failed, you can create a bootable USB installation media from another working computer and use it to repair or reinstall Windows on your second laptop.

To create a Bootable USB installation media, download the Windows 10 Media Creation Tool from the official Microsoft website here-

    https://www.microsoft.com/en-us/software-download/windows10

    1. Download and run the MCT tool.
    2. Select 'Create Installation media for another PC'.
    3. Plug in an empty USB drive (min 8 or 16GB). Make sure it is empty, or all your files in the drive will be deleted while creating a bootable drive.
    4. Select the USB drive.
    5. Wait until Windows downloads. Once the USB installation media drive is ready, plug it into your second laptop.
    6. Change the Boot Order.
    7. Boot your device from the USB drive.
    8. Follow the prompts to repair or reinstall Windows.

Let me know if you still need more help.

To recover the non-booting Windows 10 laptop using official media, use a Windows 10 ISO or installation USB created from a working PC, then boot the broken laptop from it.

    1. On a working PC, download official Windows 10 installation media
      • Go to the Windows 10 software download page and select Download tool now to get the Media Creation Tool.
      • Run the tool and follow the prompts to either:
        • Create installation media on a USB flash drive (recommended), or
        • Download an ISO file that can be burned to DVD.
      • For volume-licensed environments, an ISO can also be downloaded from the Volume License Service Center (VLSC), then burned to DVD or written to USB as needed.
    2. Create bootable media from the ISO (if using ISO directly)
      • After downloading the ISO (for example from VLSC), save it to disk.
      • Burn the ISO to a DVD using a disc-burning program, or use a USB creation tool to write it to a USB flash drive.
      • The resulting DVD/USB becomes the Windows installation media.
    3. Boot the non-working laptop from the USB/DVD
      • Insert the USB or DVD into the non-booting laptop.
      • Power it on and use the boot menu or BIOS/UEFI settings to select the USB/DVD as the boot device.
      • When Windows Setup loads, choose language and keyboard settings.
    4. Try repair options first
      • On the first Windows Setup screen, select Repair your computer (instead of Install now).
      • Use Troubleshoot → Advanced options to try Startup Repair or System Restore again from the clean media environment.
    5. If repair still fails, perform a clean installation
      • From the Windows Setup screen, choose Install now and follow the prompts for a clean installation of Windows 10.
      • This will reinstall Windows; ensure important data is backed up if possible before proceeding, as a clean install can remove apps and data depending on the options chosen.

If none of the recovery options work and the PC still will not start, reinstalling Windows from this installation media is the supported next step.
