Microsoft Copilot availability for students in Microsoft 365 Education tenant

We are experiencing an issue with Microsoft Copilot availability for students in Microsoft 365 Education tenant.

We recently updated our Education Tenant Identifier from K‑12 to Higher Education (change completed approximately 2 days ago). This step was performed to enable Copilot access for students, as per Microsoft guidance that tenant classification directly impacts Copilot eligibility. [learn.microsoft.com]

Despite this change, Copilot is still not available for student users, although configuration appears to be correct.

    Dear @Martin,

    I hope you’re having a good day.

Thank you for the detailed explanation and from what you described, you’ve taken the correct initial step by updating your tenant from K‑12 to Higher Education.

Based on how Copilot eligibility works, this change is indeed required, but it does not take effect immediately across all services. The change you made at the tenant level needs to propagate through multiple backend systems (licensing, entitlement checks, and feature availability), and this process can take some time beyond a couple of days in some cases.

Given that Copilot is still not visible for student users after ~2 days, the most likely explanation is that the eligibility update has not fully propagated yet for those accounts, even though the tenant classification itself has been updated successfully. This can also result in situations where configuration appears correct, but the feature is not yet exposed.

Another point worth keeping in mind is that Copilot availability is not controlled by tenant classification alone. It also depends on the licenses assigned to student users and how those licenses are evaluated for Copilot eligibility. Even in a correctly classified Higher Education tenant, students will only see Copilot once their accounts are recognized as eligible by the service.

At this stage, I would recommend allowing a bit more time for the change to fully take effect across Microsoft 365 services. If the situation remains unchanged after additional time, the next step would be to involve your Microsoft 365 admin to open a support request, so the backend eligibility state for student users can be checked directly.

I understand this can be frustrating when everything looks correctly configured on the surface, but from what you’ve described, your setup aligns with the expected guidance so far.

I hope this helps clarify what’s happening. Please feel free to share any updates, I’ll be happy to continue looking into this with you.

    Warm regards,

Changing the Education Tenant Identifier from K‑12 to Higher Education is a required prerequisite, but several additional conditions must be met before students will see and use Copilot.

Below are the specific areas to verify and adjust.

    1. Confirm the Education Tenant Identifier effect on students
    • The Tenant Identifier controls the default treatment of students:
      • K‑12: “Students with ageGroup set to minor aren't allowed to access Microsoft 365 Copilot, regardless of their license assignment.”
      • Higher Education: “Students are treated as adults, unless or until you set their ageGroup attribute in Microsoft Entra ID to state otherwise. Students with ageGroup set to adult are allowed to access Microsoft 365 Copilot, assuming they also have the required license assignment.”
    • After switching to Higher Education, verify:
      • The setting is still Higher Education in Settings > Org Settings > Services > Microsoft Education Tenant Identifier.
      • Student objects in Microsoft Entra ID are not explicitly configured with ageGroup = minor or another value that would override the default “adult” behavior.
    1. Verify student licensing against Copilot Chat eligibility

Copilot Chat is only available to users with eligible licenses. For students, ensure they have one of the supported SKUs, for example:

    • Microsoft 365 A1/A3/A5 (including MA3/MA5 for students and student-use benefit)
    • Office 365 A1/A1 Plus/A3/A5

These SKUs are explicitly listed as eligible for Copilot Chat at no additional cost. If students do not have one of these licenses (or another license listed under Microsoft 365 Copilot Chat eligibility), Copilot will not appear.

    1. Ensure students meet age and EDU deployment requirements
    • Copilot Chat and related AI features for students are restricted by age:
      • “Copilot Chat is available for students aged 13 and older.”
      • “Availability for students is limited to students aged 13+. To help ensure appropriate access, admins must take additional steps to manage deployment: Microsoft 365 Copilot Chat for Students 13+ | Microsoft Community Hub.”
    • Actions to take:
      • Confirm that student accounts represent users who are 13+.
      • Ensure any age-related attributes (such as ageGroup) in Entra ID align with this and do not classify them as minors.
      • Follow the additional deployment steps for students 13+ described in the referenced Microsoft Community Hub guidance (for example, using the Copilot for Education Control download from the Microsoft Download Center to configure which EDU users can access Copilot Chat).
    1. Check AI feature indicators (Teach and Learning Activities)

Other AI features can help validate that Copilot Chat is correctly enabled in the tenant:

    • Teach in the Microsoft 365 Copilot App:
      • Available only to Faculty/Staff with Microsoft 365 or Office 365 A1/A3/A5 for Faculty/Staff.
      • “Teach is enabled by default and can be accessed in the Microsoft 365 Copilot app… Teach can be accessed directly here.”
      • If Teach is working for staff, that indicates Copilot Chat is generally enabled for faculty.
    • Learning Activities:
      • Available to both Faculty/Staff and Students with A1/A3/A5 and other listed SKUs.
      • For students, availability is again “limited to students aged 13+,” and admins must follow the same Copilot Chat for students 13+ deployment guidance.
      • If Learning Activities are not available to eligible students, that suggests Copilot Chat or related AI controls for students are not yet configured correctly.
    1. Consider propagation and backend factors
    • The context shows that some Copilot-related changes (for example, licensing for the Copilot Retrieval API) may take time to propagate; an authorization error disappeared only after several hours.
    • In this case, the Tenant Identifier change was made ~2 days ago, so normal propagation should have completed. However, if all of the following are true and students still cannot access Copilot:
      • Tenant Identifier = Higher Education.
      • Student ageGroup/age attributes do not classify them as minors and reflect 13+ where applicable.
      • Students have eligible Microsoft 365/Office 365 Education licenses.
      • The Copilot for Education controls for students 13+ have been configured to allow those users.
then the issue is likely due to tenant-level or backend configuration that cannot be resolved from the admin UI alone.

In that case, open a support request from the Microsoft 365 admin center so that Microsoft can review tenant-specific Copilot eligibility, EDU controls, and any lingering K‑12 restrictions that may not have fully updated after the Tenant Identifier change.
