Microsoft Word cannot create PDF. How to fix?

I cannot create a PDF file from a Word document. Word states that it cannot open the document.

    By default, a PDF created in Word opens after the conversion, using the default PDF viewer on your system. Is the problem with the conversion or with opening the PDF afterwards?
