onedrive camera "backup turn off" cant turn it on ?

on my mobile onedrive, the camera "backup turn off" and i can not turn it on, how come ?

    Make sure you have enabled Gallery folder permissions for OneDrive in your System Settings.

    Open Settings on your Android device and go to Installed Apps.

    Locate OneDrive and tap Permissions.
