How to access Chrome "setting"

Cannot access Google Chrome "settings" tab. I can hit the 3 dots tab in the upper right-hand corner, touch the "settings tab" but I get a blank screen. In addition, I've been able to print in the past but suddenly cannot using Chrome. I also cannot 'high-light' and print using Chrome. I've uninstalled Google Chrome 4 times and then re-installed it with no luck. I have no issues and I can print and high-light print fine using Microsoft Edge. Every "help" tab has said to go to "Settings" on Chrome to fix printing issues, which I cannot. Why?
