What CU level is your instance at? (SELECT @@version will tell you). This GDR applies to the RTM version of SQL 2019, which you should not be on in my opinion. If you are on CU21, you already have this fix.

When I try to install the security update of SQL Server through Windows update, I received the following error:

2023-07-02T10:08:01.7466667+00:00 OK, so that is the very version that the the GDR update is intended for.
Is there any specific reason you have not applied any Cumulative Updates to your instance? I know that Microsoft supports what they call the GDR train, but in my opinion there is little sense in doing this, not the least when SQL 2019 has been out for such a long time. There are a ton of bug fixes and enhancements in those CUs.
But if you want to stay on the GDR train, download the GDR update and apply it directly rather than going through Windows Update. It may still fail, but the error message may be a lot cleared.

I searched many ways, but none were solved, including offline installation.

And why is upgrading to CU21 not an option?

OK, so then we are past the SQL Server aspect of the problem, and what you want to do know is to tell WIndows Update to ignore this update.
SQL Server is my expertise, so when it comes to Windows Update, I'm quite much of an an amateur. But I went to Google, and this link seems promising: https://www.minitool.com/news/how-to-block-specific-updates-on-windows-10-11.html
