This seems like an issue with 19.* version of SSMS , When I tried with a lower version 18.* version of SSMS , I didn't get any error.

Hmm, I just upgraded to SSMS 19 because when I tried it with SSMS 18 it said my BACPAC file was corrupt. is there any solution to this?

UPDATE - I found that downloading the BACPAC from azure then importing it as a local file using SSMS worked OK
