    Hi,

Who is the Email provider of the account?

If it is Hotmail, does the issue persist in Outlook on the web?

Try using the keyboard shortcuts to see if they trigger the actions when the buttons do not. Press Ctrl + N to create a new email, or Ctrl + R to reply to a selected message.

Disabled (greyed) buttons such as Forward, Reply, Reply All, and New message in Outlook are typically caused by one of these issues in the provided context:

    1. Commands disabled by administrator policy
      • Ribbon commands can be disabled through Group Policy or other admin controls.
      • In this case, the buttons appear but are unavailable.
      • Resolution: Contact the Microsoft 365 or IT administrator and ask them to check whether Outlook commands (especially send/compose-related commands) have been disabled by policy.
    2. Commands disabled because of file or application state
      • Some commands are disabled when Office is in Reduced Functionality Mode, when content is opened in Protected View, or when there are permission issues.
      • Resolution:
        • Ensure Outlook and Office are fully activated and not in Reduced Functionality Mode.
        • If a specific item is opened in Protected View, close it and open a normal mail item in the mailbox, then check if the buttons become available.
    3. Outlook program/profile issues
    4. Outlook for Mac-specific fixes (if using Mac instead of Windows)
      • If the scenario is actually Outlook for Mac and the Send button is greyed out, install Outlook build 16.37.20051002 or later.
      • If Reply, Reply All, and Forward buttons are clickable but do not work, install Office 16.65.22091101 or later using the steps in Update Office for Mac automatically.

If the environment is managed by an organization and the buttons remain disabled after confirming Outlook is activated and profiles are healthy, the next step is to contact the administrator to verify no policies are blocking these commands.
