Fixing Half English Half Vietnamese issues in Windows 10 Version 1903 - 22H2

I used ISO from Official Microsoft Install Assistant, Microsoft Media Creation Tool and Archive.org and then I install Vietnamese Language Pack then this happended:

  1. The language partially changed to Vietnamese, some parts are continue display English (Calculator, Clock, Calendar will be Vietnamese soon if I update Microsoft Store Apps).
  2. There are 2 MUI files are missing in C:\Windows\vi-VN - explorer.exe.mui and notepad.exe.mui files. But there is only 1 MUI file - helppane.exe.mui is exist.
  3. In File Explorer, ribbon displays "Tệp Home Share View" and search box displays "Search (Path)".
  4. Can anyone helping me solve this issues? This is a widely reported problem that occurs after you change the Windows UI language, the UI language in many parts of Windows does not change to the new language.

The most successful method to fix this is to download the Windows 10 ISO (not the installation assistant) in the correct language version and use that to perform an in-place repair.

When the ISO file completes downloading

Disconnect from the Internet

Disconnect all external devices with the exception of a mouse or keyboard.

Temporarily disable any 3rd party Anti-virus you may have installed

Then, in Windows File Explorer, double click the ISO and then run Setup.exe and select the Install option.

Very Important - ensure you select the option to keep your files and apps.
