Managing personal Outlook.com account settings, security, and privacy

I understand how frustrating this is, especially when the Hotmail account still cannot send or receive emails after purchasing additional storage. Please note that this is a user-to-user forum, so contributors here cannot directly access or adjust your mailbox or subscription from the backend.
For Outlook.com/Hotmail accounts, sending and receiving can be blocked if either Email storage or Microsoft storage is still detected as full. Also, emails sent to you while the account is over quota may be returned to the sender, so those senders may need to resend the messages after the storage status is corrected. Since you have already purchased additional storage but the account is still affected, I recommend contacting Outlook.com support through live chat so they can review the account and storage status directly:
1, Go to Outlook.com and sign in.
2, Click the Help icon (question mark) in the top right corner.
3, In the Help pane that opens, type a brief description of your issue (e.g., "account management"), then press Enter.
4, Scroll down the page until you see "Still need help?", click Yes.
5, Select "Chat with a support agent in your web browser."
6, Review the description of your issue and confirm your email address (ensure it's an email you can access).
7, Click Confirm to create the service request and then start chat to connect with an agent.
8, This screen indicates that your request has been submitted and the system is connecting you to Outlook.com live chat support, which may take a moment to load.
