Bing Webmaster Tools showing "Discovered but not crawled" for my website

Hello Microsoft Community,

I am facing a persistent indexing issue with my website on Bing. My site is verified in Bing Webmaster Tools, but it is completely missing from the search results.

When running the URL Inspection tool, it shows the error "Discovered but not crawled (URL cannot appear on Bing)" and says it was discovered back on . The crawl section just says that the inspected URL is known to Bing but has some issues which are preventing indexation.

I have already verified that my robots.txt file is fine and not blocking Bingbot, and the sitemap is also processed successfully. The live page returns a proper 200 OK status and opens without any issues. Also, the site is fully indexed and ranking on Google.

Since Bing discovered the URL months ago but still hasn't crawled it, I am stuck. Is there something specific triggering this filter, or any way to request a manual crawl?

Thanks.

Hello. From what you've described, this doesn't sound like a robots.txt, sitemap, or server issue.

I did a quick check and noticed that a Bing search for:

site:somnathmahato.inreturns no results at all. Combined with the "Discovered but not crawled" and "URL cannot appear on Bing" messages in Webmaster Tools, that can sometimes point to a site-wide quality/trust assessment rather than a technical crawling problem.

Only Bing can confirm the exact reason, but the fact that the entire domain appears to have zero indexed pages is consistent with what other users have reported when their sites were being filtered from the index.

Since you've already verified the basics (robots.txt, sitemap, HTTP 200 responses, etc.), I'd recommend opening a support ticket with the Bing Webmaster team and asking them to review the domain:

    https://www.bing.com/webmasters/support?ocid=fwsupport&source=helpdocvnext&type=triedeverything&action=submit

Be sure to include the URL Inspection screenshots and mention that site:somnathato.in returns no results in Bing despite the site being accessible and indexed elsewhere.

Hopefully they can take a closer look and provide more specific guidance.

“Discovered but not crawled (URL cannot appear on Bing)” means Bingbot has found the URL but is currently not crawling or indexing it because it does not meet Bing’s quality or technical criteria. Robots.txt and HTTP 200 alone are not sufficient for indexation.

From the screenshot text, Bing is explicitly directing to review and comply with the Bing Webmaster Guidelines. Those guidelines describe the main reasons URLs are discovered but not indexed, including (among others):

    • Low‑quality or thin content
    • Automatically generated or scraped content
    • Deceptive, spammy, or unsafe behavior
    • Technical issues that make content hard to access or understand

Bing only returns results for pages that are public, technically accessible, and meet these quality requirements. If a site is known but not crawled, the next steps are:

    1. Carefully review the entire site against the Bing Webmaster Guidelines and correct any issues related to content quality, safety, or spam signals.
    2. Ensure all pages you want indexed are publicly accessible without login or unusual blocking, and that they are linked internally so Bingbot can discover them.
    3. After making changes, continue to use Bing Webmaster Tools (sitemaps, URL submission, and “Request indexing”) so Bing can re‑evaluate the site. Indexing is not guaranteed and may take time.

There is no separate manual‑review request path documented beyond following the guidelines and using the normal Bing Webmaster Tools features. Bing’s systems will reconsider the site automatically once it is recrawled and re‑evaluated.
