I encountered a problem activating Windows 11 Pro. I received error messages 0xC004F012 and 0xC0000022 when attempting to activate the system.

I tried activating Windows by re-entering my product key, but error 0xc0000022 still appeared.

Additionally, the Software Protection Service (sppsvc) was not functioning correctly. When I tried to start it manually, I received the message "Access is denied (System error 5)", and the Service Control Manager logged Event ID 7023, indicating that the Software Protection Service had stopped due to the "Access is denied" error.

I ran system repair tools such as SFC and DISM, and no corrupted system files were found, and the system image repair process was completed successfully. However, the problem persisted and the Software Protection service remained unable to work, resulting in Windows activation failure and the appearance of errors 0xC004F012 and 0xC0000022.

The 0xC004F012 error means: The licensing subsystem (sppsvc service) does not find the installed license in the local storage or the storage itself is corrupted.

You may try so called repair install. Create Windows installation media as described at https://www.microsoft.com/software-download/windows11 but do not boot from this media, run setup.exe file from running Windows instead. This will keep all your files, apps and settings.
