How to install Office 2021 in Windows Server 2019 in a business server that does not have internet

I need to install a latest Office in a company server. This server runs on Windows Server 2019. It does not have internet connection for security reasons. Is there a standalone version of Office that I can purchase. ODT method does not work and efforts to install ended in vain..
