You need a license for each Exchange Server instance that you install, and also a CAL for each user that will access the Server. The link here gives details:
The alternative would be to migrate to Microsoft 365, however I assume that there may be a regulatory requirement in your organisation if you are considering Exchange. You can find Microsoft 365 licensing details here, which may be more cost effective than running local Exchange Servers:
