According to my research, the Teams Admin can manage the Teams service, and manage and create Microsoft 365 Groups. However, this role does not have the permission to manage users or assign roles in the Microsoft 365 admin center. If you are a Teams Admin and you want to RBAC users, you need to ask your Global Admin to assign you the User Admin role as well.

I know how to add the users , the point was I cannot edit as I do not have permissions to do that, I have been told to get a custom role create as I am already Teams Admin, Teams Communications Administrator, Teams Devices Administrator,Security Administrator, which role as I cannot be a Global Admin due to security restrictions here, so which permissions are required to create a RBAC role to do this this is for the Teams Update Policies
