How can I install security update for sql server 2017 RTM (kb5021127)?

Hi:

I can't install the "security update for SQL Server 2017 RTM (kb5021127)" patch. It gets stuck at 0% during installation, and if I restart it properly, the software that uses SQL stops working.

How can I resolve this issue?

    This is a GDR for the RTM version. Why not download and install the last Cumulative Update for SQL 2017, which is CU31. Then you will have to apply the same fix, but from KB5021126.
