The fact is that you will not see a "Neutral" as a language pack per se because it is not a "human language", it is just the resources used by the system to manage situations where no locale language data is applicable. It works the opposite way, since when you install an specific language pack, the system can translate what is "neutral" for itself as the locale language specified.
For example, you have an application that is made in Italian and English, but then a user with French language pack system tries to use it. In that case the application uses the Native (usually English) for any strings that has no correlation.
