Are SSRS 2019 releases cumulative or they should be implemented one by one starting from the oldest?

SSRS 2019 download/installation program is updated regularly, it is always the latest "accumulated update". For example, this SSRS 2019 download link: https://www.microsoft.com/en-us/download/details.aspx?id=100122, the version it provides is the latest version 15.0.1102.1084.
