Can PowerShell 5.1 or PowerShell 7 be installed on Windows Server 2008 (not R2 SP1)? My goal is to install the SQL Server PowerShell module to use the Invoke-Sqlcmd cmdlet. What installation options do I have?

PowerShell 5.1 should work, but check the .NET requirements! It may require a more recent version than the other software on your machine. That can sometimes lead to problems with what's already running on that machine.
