Chose operating system loop

Hello i have an issue today when i turned on my pc my search bar settings command propt and start button wouldnt work so i factory restarted the pc but when i did it was stuck at 40% for about 2 hours so i turned the pc off and now everytime i start it it asks me to choose an operating system windows 10 or windows 10 when i do choose one it starts booting up but after the windows logo appears it goes back to the option where im supposed to choose an operating system, its an endless loop and idk what to do Please help

    Download here, create the install media, boot from it to do an over-the-top install of windows.

    when i do chose one it starts but after

    Reboot, then try choosing the other one.

    You can boot from the install media to do an over-the-top install of windows.

    Using the tool to create installation media:

    • Select Download tool now, and select Run. You need to be an administrator to run this tool.
    • If you agree to the license terms, select Accept.
    • On the What do you want to do? page, select Create installation media for another PC, and then select Next.
    • Select the language, edition, and architecture (64-bit or 32-bit) for Windows 10. This table will help you decide which edition of Windows 10 you’ll choose:
