AlexR2020 Thanks for posting your question in Microsoft Q&A. The above breaking change was published in doc: API version retirements (September 2023) and the API version was scheduled to retire on Sep 30, 2023.
However, this is not retired yet and I am still waiting for our product team to confirm the latest. I will keep you posted once I have more info. But please follow the doc and make the required action to move towards the latest API version in your templates/tools/scripts. Sorry about the miscommunication and we will update the doc as well accordingly.
