Outlook 2021 will not start on power on

When I had Win10, it was easy to add a program to the startup process.

Win11 has made a step change to the worse.

Option 1

Settings>Apps>Startup> I have added "Microsoft Outlook" twice to the list and put the setting to ON. When I next power on the computer, Outlook does not start and the setting has been switched to OFF. This has happened repeatedly.

Option 2

I have added the Outlook shortcut to %AppData%\Roaming\Microsoft\Windows\Start Menu\Programs\Startup

This did not work either.

Is there yet another possible solution, that might possibly work?

Once Win11 is up and running, Outook starts fine.

    Press the Windows log key+R. In the resulting dialog, enter shell:startup. Click OK to open the Windows startup folder. Paste the Outlook shortcut into the Startup folder by pressing Ctrl+V.
