请问你这个是个人电脑还是公司电脑呢？

首先我建议你可以尝试使用管理员账号登录然后重新操作一下上面的需求，看看能不能正常移除。

同时如果是使用的公司的电脑，建议你检查下其他用户是否有同样的问题，如果是联系下IT看看是不是由于组策略设置导致无法正常移除。

目前这个问题在我们的环境中确实无法复现，但经过搜索，有其他用户反馈了同样的问题。微软开发人员表示此问题已经有了解决方案，但还在微软内部的验证阶段。

具体可以查看“Quick Access Toolbar not getting Customized”中 "Chris Haymond (EXCEL)" 的回复，如下图所示。

建议等待Office 的后期更新。
