windows 11 some icons appear as blank but windows 10 works fine

We are building out new laptop images for windows 11. There are 2 icons that only show a empty page icon on our windows 11 image. Windows 10 the images look normal. What we do is we use a GPO to xcopy some shortcut links to the public desktop view. Even when I look directly into the network share where the shortcuts are located the windows 11 box still shows a blank paper vs the windows 10 box. I also get strange behaviors where I am logged in as Administrator or regular user on windows 11, still Win10 works fine. Any thoughts why or how to fix.?

    Hello

    You can try to manually change the icon of that application from its Properties menu.

    First, right-click on the blank icon from your desktop and select ‘Properties’.

    Once the Properties window appears, click on the ‘Change Icon’ button.

    A smaller window will appear labeled as ‘Change Icon’. From there, select an icon that you can easily identify and then click on ‘OK’.

    After you select the new icon, click on ‘Apply’ and then ‘OK’ from the Properties window.

    After you click on ‘OK’ you will see that the icon has been changed.

    Besides, you can also try go to Settings > Personalization > Themes > Desktop icon settings. Check all the boxes, then apply and save your changes.

    Press Win+R, type %USERPROFILE%\AppData\Local\Microsoft\Windows\Explorer

    Delete all files that start with "iconcache."

    Restart.

    The Group Policy to "allow the use of remote paths in file shortcut icons" Found in Computer Configuration ->  Policies -> Administrative Templates -> Windows Components -> File Explorer did fix the issue.. We enabled the policy then ran gpupdate, signed out and back in and the icons appeared on the desktop.
