When I work on a project I would like to be able to insert notes on things to do or what has been done.
Since I work on several projects, I would like to see the notes entered when opening each project.
It's possible?
How can I do?

Have you considered using TODO comments to use the VS Task List?
Task list refers to a line of code.
I thought of something like a SplashScreen that opens when a project is opened, not when it is run, and will be removed at the time of distribution.

Welcome to Microsoft Q&A forum.
Although tokens and comments like TODO(predefined) shown in the Task List are set in files and normally refer to a line of code, you can also use it to remind you what to do or what has been done for different projects.
No need to build or run the project, just setting tokens and inputting comments, they will display in Task List(maybe wait for seconds).
What you want maybe something like remark, project remark. I don’t find corresponding features in Visual Studio. You may need to use some additional team tools or extensions to manage your projects.
