new group policies have to be enforced in order to be applied at all

When I create a group policy I have noticed that even though they show up as applied in GPresult, I have to enforce the policy in order for it to actually work. It seems random because some policies do work normally.

    Client Issues: Issues on the client computer, such as problems with the local policy cache, may prevent the Group Policy from being applied correctly. Try clearing the local policy cache or restarting the computer.

    Policy Setting Conflicts: Carefully review all policy settings to ensure there are no conflicts, as some policies may override each other.

    You might also try creating a test policy in both the parent and child OUs to see how the test policy is inherited.

    The option enforced is used in case when we want force a GPO setting in case of conflict with another GPO linked on child OU. SO if there is no GPO in conflict this option is not required.
