Package URL should begin with https:// and should point to a versioned, downloadable package. AND IT DOES!??

I am trying to create a Submission and have successfully finished the Availability, Properties, Age rating and Store listing sections, but cannot get the Package to work. I get the following error message:

Package URL should begin with https:// and should point to a versioned, downloadable package.

The URL I am using looks perfect. It is from my Azure Storage and the string contains the prerequisite .../downloads/1.0/setup.exe. I have tried over and over again. I have logged in and out. I have rebooted. At this point I am at a loss. I tried querying for this problem in various places, but the few examples that came back do not appear to apply to my situation. I have tried to contact Microsoft, but they apparently don't talk to folks like me. Anyway. If anybody has insight or recommendations I am all ears.
