I have a resource mailbox that I need to hide in address book from all users except few users. If I hide it hides from everyone. Is there a way via Powershell to hide the mailbox from certain users.

not possible. What you can do however is have the users who need access to add to their personal contacts or delegate the mailbox to them (full access) and then verify they can see it. Once confirmed, hide the mailbox from the Address Lists and the users who added it previously will still see it.
