How can I stop windows from resetting boot order and path?

I want to dualboot windows 11 and linux using the rEFInd boot manager, however I can’t boot into refind because windows resets boot order and boot manager path on every restart. I have tries other programs, I have tried disabling the windows boot manager entry and way more but windows prevails. I am able to one-time boot into refind but I can’t make it boot by default

    Did you change the boot order via system configuration? Proceed as follows:

    Win+R enter “msconfig" to open the "System Configuration" and switch to the "Boot" tab. Select the operating system you want to set as default and click the "Set as Default" button. Then, click the "Apply" button.

    Unfortunately msconfig fails to see any os other than itself, I am unable to use this option to change default OS, support?

    Boot into the BIOS and change the Booting sequence/order. Save the settings and reboot to check the issue.
