How can I stop windows from resetting boot order and path?

I want to dualboot windows 11 and linux using the rEFInd boot manager, however I can’t boot into refind because windows resets boot order and boot manager path on every restart. I have tries other programs, I have tried disabling the windows boot manager entry and way more but windows prevails. I am able to one-time boot into refind but I can’t make it boot by default

Unfortunately, Microsoft likes to make simple things very complex or impossible. However, I found an answer from another website. You need to find the efi configuration file for your version of Linux. I am currently using MXLinux on a computer. After getting the efi file path in Linux, open an elevated CMD window (run cmd as an administrator) and enter the following command:

Bcdedit /set {bootmgr} path \EFI\MX\grubx64.efi

substituting your efi file path in the Windows format (backslashes instead of forward slashes). This forces the Windows boot manager to use the Linux efi file.

If you're using dell, first update your grub in Linux, then go into bios and go to boot sequence and uncheck everything till you have the drive that your Linux is on,

Did you change the boot order via system configuration? Proceed as follows:

Win+R enter “msconfig" to open the "System Configuration" and switch to the "Boot" tab. Select the operating system you want to set as default and click the "Set as Default" button. Then, click the "Apply" button.

rEFInd is a boot manager. Not an operating system. I have checked and it doesn’t show up.

It doesn't show my second OS. Maybe because it's on a different drive than windows

It doesn't show my second OS (ubuntu grub) either, I have only one drive (emmc)

Unfortunately msconfig fails to see any os other than itself, I am unable to use this option to change default OS, support?

Boot into the BIOS and change the Booting sequence/order. Save the settings and reboot to check the issue.

rEFInd boots by setting the windows boot manager path to rEFInd. It is not a UEFI level entry. It boots as Windows boot manager but not into windows, into rEFInd. Except windows changes WBM to windows every restart

They both use windows boot manager, so that is not possible
