We have the same problem here. We have try different Cellphones and Phonenumbers but nothing works for us.

Hi everyone,
Trying to sign up for the developer program as I've been tasked with exploring options for creating a Sharepoint plugin for our product. I've tried to sign up using both work and personal Microsoft accounts with my mobile number (which is actually listed in my Security info on my 365 account as "Sign-in method when most advisable is unavailable"), but keep receiving Error code 40301 (Your phone number did not pass security checks.)
After some searching, I've found this is a common problem, potentially due to me having a number on an MVNO?
Is it possible to have this verified somehow by support? I'm happy to provide whatever verification necessary since this is quite the blocker for us in Q1.
