As per troubleshooting guide - https://learn.microsoft.com/en-us/azure/cost-management-billing/manage/no-subscriptions-found#:~:text=Scenario%201%3A%20Error%20message%20is,Owner%20role%20to%20your%20account
this issue usually occurs when you select incorrect directory. However, you already tried switching directory and it din't help, So, I could be a permission issue. You may want to check with your college/university admin to ensure you've appropriate permission.
Last option: Contact Azure subscription management team by raising a support request. Here is the link - https://learn.microsoft.com/en-us/azure/azure-portal/supportability/how-to-create-azure-support-request to create support case.
You must have the "Support Request Contributor" role assigned at the scope of the Subscription. Per above screenshot you have it assigned at the scope of a Resource group. Browse to Azure Portal -> Subscriptions blade -> Select an Azure subscription -> Access Control menu -> Assign "Support Request Contributor" role to the user at this scope.
See From https://learn.microsoft.com/en-us/azure/azure-portal/supportability/how-to-create-azure-support-request#azure-role-based-access-control the mention of this requirement:
"To create a support request, you must have the Owner, Contributor, Support Request Contributor role, or a custom role with Microsoft.Support/*, at the subscription level. "
