Your IT administrator has limited access of this app (Windows defender)

I have recently resetted my computer to factory settings, to clean it up and get a fresh new start. But after I have done the factory reset, I have begun getting this ''Your IT administrator has limited access of this app'' notification on my windows defender, I have tried following steps to where in regedit you are supposed to change a value from 0 to 1, but I have failed to find a value besides ''Default'' in the path they give to edit

what can I do?

    Doesn't work. There are no files in the folder they say to go to, and just to check I told it to show hidden files and it says 'Access is denied'.

    I literally re-installed Windows a few minutes ago, so this is as fresh an install as there could be. I'm not connected to any kind of administered network, so there's no reason anyone else could be designated as an admin.
