You can use PowerAutomate to achieve this functionality.
If the meeting you hold is a channel meeting, the Teams meeting recording file will be saved in the folder on the SharePoint Site corresponding to the team. In this case, you should use When a file is created (SharePoint) as the trigger.
If you are holding a normal meeting, you need to use When a file is created (OneDrive) as the trigger.
Additionally, you don't need to create a flow for each user, as long as the person who created the flow is in the meeting every time.
