I finally got it to work by creating an Outlook email to make the purchase. You can still connect it to your Xbox account that is under a different email once you pay the registration fee and set up the developer app on your Xbox.
Unable to register as a Microsoft Developer. At payment step
When i tried to register myself in partners.mocrosoft.com the payment is getting failed i hope some one can check this for me.
And is it possible that i can get a promo code for the registration fee ?

Please open a free support ticket here: Contact Us. Go to Contact us tab, find Non-Technical Support - Dashboard and choose SUBMIT AN INCIDENT. You could talk to the store team directly and confirm this behavior. The store team could check the status of your account in the back end.

I created a support ticket but there is no updates regarding that ticket.
I explained that i need to create an account on urgent need basis and still the status is not updated. That's why i am seeking for any other possibilities to register. And i came across i can register via promo code, but my bad time i dind't have any promo code and i am unaware where to get those get codes. It will be much helpful if the issue is sorted ASAP or if i can get a promo code for the registration.

Our investigation has determined that you will need to talk to your financial institution as the error is not occurring on the Microsoft side and the bank is the one declining the transaction. Thank you for your understanding.
What joke is this? Do most banks hate Microsoft? Apparently this is the outcome of their great investigation. So I'm actively using several credit cards for hundreds of monthly payments without issues but somehow this one is declined by all banks and the issue lies with my financial institution.
PLEASE DO BETTER!!!
Or the very least tell us that you don't even want developers to register and we should we should just stop using Microsoft products altogether.
This is unbelievable!!!

2024-03-27T00:28:15.7166667+00:00 @Junjie Zhu - MSFT I am really surprised on looking this mail. So you guys are saying every bank and payment provider is declined for this specific service alone even it charges Rs.2 INR for adding card to my account and that payment was successful.
Okke let it be our side mistake shall we do one thing i will transfer the money to you can you make a successful payment? Even we have found the cause which may leads to this issue and you even didn't care about it. Did you check the tax calculation on payment step?
Better to reply to this message and provide a workaround or a solution for my issue

Tickets are being pushed to and from team after team within Microsoft. I tried a Visa debit card, Visa credit card, and a Visa gift card. Nothing worked.

I did some research to see if there was a workaround in going through an Azure account because at one point in time, there was. However, no luck there either. Checking with my bank also. Banks says Microsoft is sending through a $0.00 authorization charge but not attempting anything else.

I tried SEVERAL alternate avenues and couldn’t do it. The moment I did it u der my business, zero issues at all. Best of luck!

I also tried to register for MS Store and make a payment, but was slapped with 'insufficient funds' error. And I am from India.
Thereafter I have tried to open a ticket and after several to and fro emails with all the logs and etc, I got this reply,
"Thanks for the file I have noticed the inconvenience you are having and I have observed that the error you are having is coming from your side, therefore I recommend you to Refresh the page.and user a private browser, Try to access the webpage from a different device, Clear your cache and delete cookies, contact your administrator to see if you have any firewall.
Please take a moment to let me know when you have received this message., Then, this request will be closed and archived."
It seems MS is blatantly ignorant towards this issue.

Thank you for confirming that you have already contacted your financial institution on this issue. We are currently unable to offer a promo code.
As mentioned previously on this, engineering has reviewed the issue and have stated this issue is not within the system but rather the payment instrument used. If you have already contacted your bank, the only other recommendation we can make on our end is to use a different payment method.
I will share the feedback to our engineering team but for now they have advised there is no issue and the current error you are coming across is by design.

This is simple: if any WordPress plugin can figure it out, so can you. What you're doing is asking financial institutions to accept payments without tax being calculated. Later, when you try to include the tax, of course they will decline it. Please fix it.

2024-06-02T15:36:31.8033333+00:00 Alright I got it working. I was using Gmail account previously, then I made an account on outlook and it just worked. I tried making payment with debit card, but it failed however credit card worked just fine. Make sure you have international transactions enabled on the card, otherwise it might fail.
It looks like Microsoft seriously dislikes Google. :-D.

I was having issues I mentioned above with the fresh gmail account and MS customer support and engineering team kept saying the issue lies with my Bank, which was not the issue clearly. It's trial and error basically at this point :-.
